Woven sacks for cement and mail come under QCO from today
Three packaging sack standards notified by the Department of Chemicals and Petrochemicals take effect today: HDPE/PP woven sacks for packaging of 50 kg cement (IS 11652:2017); PP/HDPE laminated woven sacks for mail sorting, storage, transport and distribution (IS 17399:2020); and PP woven, laminated, block bottom valve sacks for packaging of 50 kg cement (IS 16709:2017).
From the enforcement date, these sacks must conform to their Indian Standard and carry the BIS Standard Mark under a valid licence.
Who is affected
Woven sack manufacturers and importers, and cement companies and postal or logistics buyers who source these sacks — buyers should make sure their suppliers are licensed.
What to do
- Sack makers: confirm which of the three standards covers each product line and that your licence scope matches.
- Cement and logistics buyers: ask suppliers for their BIS licence number (CM/L) and verify it on the BIS Care app before the next purchase order.
