The Foreign Manufacturers Certification Scheme (FMCS) is BIS's licensing route for manufacturers based outside India seeking to use the ISI Mark on products sold in the Indian market. Administered by BIS's Foreign Manufacturers Certification Department (FMCD), FMCS covers most product categories under Indian Standards — the main exception being electronics and IT goods notified by MeitY, which fall under the separate CRS scheme instead. We manage the process on your behalf, including coordinating your mandatory Authorised Indian Representative (AIR), since BIS has no jurisdiction over a non-compliant foreign manufacturer without one in place.

FAQs

Does FMCS cover electronics and IT products?

No — electronics and IT goods notified by MeitY fall under BIS's separate Compulsory Registration Scheme (CRS), not FMCS. FMCS covers most other product categories under Indian Standards.

Do I need an Authorised Indian Representative for FMCS?

Yes — it's mandatory. BIS has no jurisdiction over a non-compliant foreign manufacturer without an AIR in India, so this appointment is a required part of the process. We can act as or coordinate with your AIR.
