BIS (Hallmarking) Amendment Regulations, 2026 replace the hallmarking fee schedule
BIS notified the Bureau of Indian Standards (Hallmarking) Amendment Regulations, 2026 (F. No. BS/11/05/2018) in the Gazette of India on 14 September 2026, with prior approval of the Central Government. The amendment substitutes Schedule IV of the Hallmarking Regulations, 2018, which sets hallmarking fees, and took effect on publication.
Jewellers now pay recognised Assaying and Hallmarking Centres (AHCs) Rs 75 per gold article, with a minimum of Rs 200 per consignment. For silver articles the fee is Rs 35 per article, with a minimum of Rs 150 per consignment.
BIS in turn levies a fee on AHCs of Rs 7.50 per gold article (minimum Rs 20 per consignment) and Rs 3.50 per silver article (minimum Rs 15 per consignment). Applicable taxes are charged on top of all these amounts.
Who is affected
BIS-registered jewellers sending gold or silver articles for hallmarking, and recognised Assaying and Hallmarking Centres.
What to do
- Jewellers: update your costing for hallmarking and check AHC invoices against the new per-article and minimum consignment rates.
- AHCs: update billing systems and the fee you remit to BIS from 14 September 2026.
- Batch small lots where practical, since each consignment attracts a minimum fee.
