BIS FAQs on IS/IEC 62368-1:2023 Migration: Same R-Number, No Fee, New Mark

BIS FAQs of 22 July 2026 confirm CRS licence numbers stay the same after migrating to IS/IEC 62368-1:2023, no fee applies via Standard Revision, and old-standard components are not accepted.

BIS answers 17 questions on moving CRS electronics to IS/IEC 62368-1:2023

On 22 July 2026 BIS published Frequently Asked Questions on the migration of registered electronics from IS 13252 (Part 1):2010 and IS 616:2017 to IS/IEC 62368-1:2023. The FAQs explain how BIS will apply its implementation guidelines of 9 March 2026.

Key points: the licence number (R-number) stays the same after migration; separate licences for different product categories and factories continue and each must be migrated; no fee is payable for migrating already-registered models through the Standard Revision provision; and renewals under the old standards are allowed up to 1 November 2028. Products complying with the new standard must show 'IS/IEC 62368-1' with the R-number in the Standard Mark.

BIS also says one representative sample per licence is not enough: complete test reports are needed for all lead models under MeitY's revised series guidelines, and an end-of-life lead model may be withdrawn and replaced by the next suitable model in the series. Critical components that comply only with the old standards will not be accepted in the Critical Component List, though components and end products may be tested in parallel under BIS's parallel testing guidelines.

Who is affected

All CRS licensees for laptops, monitors, TVs, mobile phones, power adaptors, power banks, CCTV, smart watches, speakers, earphones and other IT and audio-video goods, plus their component suppliers and test labs.

What to do

  • Map lead models under the revised series guidelines and start IS/IEC 62368-1:2023 testing early; testing can begin before filing the migration request.
  • Check that critical components in your CCL are certified to IS/IEC 62368-1:2023, or plan parallel registration.
  • Update product labels and artwork to the new Standard Mark format after migration.
