DPIIT notifies Transition Facilitation (Quality Control) Order, 2026 for ten QCOs

S.O. 3417(E) of 25 June 2026 lets approved companies source goods under ten DPIIT QCOs from BIS Scheme II licensees. Applications are open for 24 months.

Transition Facilitation QCO opens a Scheme II route for toys, footwear, ACs, appliances, hinges and furniture

The Department for Promotion of Industry and Internal Trade (DPIIT) notified the Transition Facilitation (Quality Control) Order, 2026 by S.O. 3417(E) dated 25 June 2026, and PIB announced it the same day. The order took effect on publication and is described as an alternative, risk-based compliance route.

Normally, goods under a QCO need an ISI-mark licence (Scheme I of the BIS Conformity Assessment Regulations, 2018). Under this order, a company that receives DPIIT permission may buy from manufacturers holding a Scheme II licence instead. Scheme II is the self-declaration-based route used for the Standard Mark under some product orders. Goods must still meet the Indian Standard, and BIS will run market surveillance.

Only companies incorporated under the Companies Act, 2013 can apply. An Implementation Committee chaired by DPIIT assesses technical capability, quality control across the supply chain, compliance history and plans to build Indian supply-chain or R&D capability, or a clean three-year compliance record under the QCO. Permissions can be suspended or withdrawn for breach or non-conforming products.

The order covers ten QCOs: Toys (2020), PPE footwear (2020), air conditioners and parts (2019), the two 2024 footwear QCOs, domestic water heaters, domestic washing machines, Hinges (2025), Furniture (2025) and the omnibus appliance safety QCO (2026). Applications close 24 months after commencement, and the order lapses after five years unless extended.

Who is affected

Brands and companies sourcing toys, footwear, ACs, water heaters, washing machines, hinges, furniture and appliances under the omnibus appliance QCO, and the manufacturers supplying them.

What to do

  • Check whether your product falls under one of the ten QCOs in the Schedule.
  • Watch dpiit.gov.in for the guidelines on application process, documents and conditions; the order says these will be published there.
  • If you plan to apply, put together evidence of technical capability, supply-chain quality control and compliance history, and file within the 24-month window (until June 2028).
  • Existing ISI-mark (Scheme I) licences remain valid; this route is an extra option, not a replacement.
