BIS (Advisory Committee) Amendment Regulations, 2026 set new composition of the Conformity Assessment Advisory Committee

BIS has amended the Bureau of Indian Standards (Advisory Committee) Regulations, 2018 through the BIS (Advisory Committee) Amendment Regulations, 2026 (F. No. BS XI/04/03/2025-26), dated 10 April 2026 and published in the Gazette of India on 24 April 2026. The change replaces the membership of the Conformity Assessment Advisory Committee, which advises BIS on its certification work.

The committee is chaired by the BIS Director General, with the Deputy Director General (Certification) as Member-Secretary. It includes officers of at least Joint Secretary rank from the trade policy (WTO/TBT) wing of the Ministry of Commerce and Industry, the Ministry of Steel, DPIIT, the Ministry of MSME, the Department of Consumer Affairs and the Ministry of Electronics and Information Technology. It also has two representatives from industry, trade and their associations, one from a recognised consumer organisation, and any other member the Chairman nominates.

The membership lines up with the ministries that issue most Quality Control Orders and CRS orders, giving them a direct seat where certification policy is discussed. Separately, a BIS notification of 19 December 2025 reappointed members of six other advisory committees, including the Standards and the Testing and Calibration Advisory Committees, for two years.

Who is affected

Industry associations, MSMEs and consumer bodies that want to influence BIS certification policy.

What to do

  • If you belong to an industry association, raise certification pain points (fees, timelines, testing) through it so they can reach the committee's industry representatives.
  • Watch for BIS certification circulars and regulation changes that may follow the committee's advice.
