BIS extends Scheme-I annual minimum marking fee concessions until 31 May 2029
The Bureau of Indian Standards has amended its marking fee notification (CMD-2/G-18 of 5 August 2021) through a notification dated 17 March 2026, published in the Gazette of India (Extraordinary, Part III, Section 4) on 23 March 2026. It applies to ISI mark licences under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018 and came into force from the date of the notification.
From that date until 31 May 2029, micro enterprises and start-ups get an 80% concession on the annual minimum marking fee payable by large-scale enterprises, and small enterprises get a 50% concession. Enterprises run by women entrepreneurs get an additional 10% concession on top of the concession for their category (micro, small or medium).
The change replaces Notes 3 to 6 of the marking fee schedule, which carried the earlier time-bound concessions introduced through amendments in 2023 and 2024. The concessions apply to the annual minimum marking fee; the product-wise unit rates in the schedule are a separate element.
Who is affected
ISI licence holders and applicants that are micro or small enterprises, start-ups, or women entrepreneur enterprises.
What to do
- Make sure your Udyam registration (or start-up recognition) is current and recorded against your BIS licence so the right concession is applied when annual fees are raised.
- Women entrepreneur enterprises should check that this status is declared to BIS so the extra 10% is reflected.
- Diary 31 May 2029 as the end date when budgeting licence costs.
