Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 notified
The Ministry of Steel notified the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2026 as S.O. 1661(E), dated and published on 30 March 2026. It supersedes the 2025 order of the same name insofar as it covers stainless steel utensils, stainless steel sinks for domestic purposes and three-piece round open-top metal cans for foods and beverages.
The covered products are stainless steel utensils (IS 14756:2024), stainless steel sinks for domestic purposes (IS 13983:1994) and three-piece round open-top metal cans for foods and beverages (IS 18427:2024). They must carry the ISI Mark under a BIS licence (Scheme-I). The table lists 1 October 2025 for general enterprises, 1 January 2026 for small enterprises and 1 April 2026 for micro enterprises.
The order exempts goods made in India for export, imported goods already filled with material in any form (solid, liquid or gas), and up to 200 numbers a year imported by manufacturers for R&D (not for sale, scrapped, with records). Stock made or imported before the implementation date by a certified or applicant manufacturer, or by an importer, can be sold for six months after that date if a Chartered Accountant-certified declaration is filed with BIS.
Who is affected
Makers and importers of stainless steel utensils, kitchen sinks and three-piece food/beverage cans, plus food and beverage brands that use such cans.
What to do
- Confirm your product falls under IS 14756, IS 13983 or IS 18427 and that your BIS licence is in place for your enterprise category's date.
- If you hold old stock, file a CA-certified stock declaration with BIS and sell it within the six-month window.
- Keep R&D imports within 200 numbers a year and maintain a scrap register.
