BIS Guidelines: 38 Electronics Categories to Move to IS/IEC 62368-1:2023 by 1 November 2028

BIS guidelines of 9 March 2026 set 1 November 2028 for 38 CRS product categories to migrate from IS 13252 (Part 1) and IS 616 to IS/IEC 62368-1:2023; XR products had until 1 May 2026.

BIS issues implementation guidelines for migration to IS/IEC 62368-1:2023

On 9 March 2026 BIS's Registration Department issued guidelines for implementing MeitY's notification S.O. 4997(E) dated 29 October 2025, which notified IS/IEC 62368-1:2023 (audio/video, information and communication technology equipment — safety) under the CRS order in place of IS 13252 (Part 1):2010 and IS 616:2017.

For 38 product categories, including laptops and tablets, TVs, monitors, printers, mobile phones, power adaptors, power banks, CCTV cameras and recorders, smart watches, USB external drives, wireless earphones, smart speakers and Bluetooth speakers, the old and new standards run together until 1 November 2028, after which the old ones are withdrawn for these products. Existing licensees must submit complete test reports for all lead models plus an undertaking for series models, following MeitY's revised series guidelines.

Where the switch affects compliance with other requirements, such as IS 18112 for TVs, IS 16333 (Part 3) for mobile phones or the Essential Requirements for security of IP-based CCTV cameras, fresh reports for those are also needed; otherwise a signed declaration is enough. Separate guidelines issued the same day gave Extended Reality products (S. No. 65 of the order) a much shorter window, until 1 May 2026.

Who is affected

CRS licensees and new applicants for IT, audio-video and communication equipment, including CCTV, mobile phones and power adaptors, plus test labs.

What to do

  • Prepare a model-by-model migration plan using MeitY's revised series guidelines to identify lead models.
  • For TVs, mobile phones and IP CCTV, check whether the switch affects IS 18112, IS 16333 (Part 3) or the security Essential Requirements.
  • Consider filing new applications directly under IS/IEC 62368-1:2023, as BIS encourages.
