Furniture (Quality Control) Second Amendment Order, 2026 gives importers transitional relief
DPIIT notified the Furniture (Quality Control) Second Amendment Order, 2026 as S.O. 1125(E) dated 2 March 2026, published in the Gazette of India the same day. It further amends the Furniture (Quality Control) Order, 2025 (S.O. 801(E)), which had already been amended by S.O. 774(E) on 12 February 2026.
Two new provisos protect goods already in the pipeline. The order does not apply to consignments whose Bill of Lading shows they were shipped before the implementation date, provided the Bill of Entry is filed within 180 days after that date. It also does not apply where the purchase order was placed before implementation and both the Bill of Lading and Bill of Entry are dated within 180 days of the order coming into force.
For the purchase-order route, the importer must send BIS, on signed letterhead, a copy of the purchase order, Bill of Lading, Bill of Entry and supporting documents within seven days of the consignment being cleared.
Who is affected
Furniture importers and traders with orders or shipments placed before the furniture QCO took effect.
What to do
- Check the Bill of Lading and purchase-order dates on every pending furniture consignment against the implementation date.
- Make sure the Bill of Entry is filed within the 180-day window.
- Where relying on a pre-implementation purchase order, submit the document set to BIS within seven days of clearance and keep copies.
