BIS substitutes the Scheme-II registration scheme with a new fee structure and MSME concessions
The BIS (Conformity Assessment) Amendment Regulations, 2026, published in the Gazette on 25 February 2026, substitute Scheme-II in full. Scheme-II is the registration scheme based on self-declaration of conformity (widely known as CRS), under which a licence is granted on third-party lab test reports without a factory assessment.
Fees are now: application, annual licence and renewal application fee of Rs 1,000 each; a processing fee of Rs 25,000 per application, paid yearly in advance at grant and for each year the registration continues; Rs 20,000 for each additional test report; Rs 30,000 per application to add models or extend scope; and Rs 5,000 for each post-grant service request such as a change of name, address, Indian representative or critical component. Where renewal is sought for more than two years, Rs 25,000 is charged for each additional year, paid annually.
Until 31 May 2029, micro enterprises and start-ups get an 80% concession on the processing fee, small enterprises 50% and medium enterprises 20%. From 1 June 2029, all MSMEs get 20%. Registrations are granted for up to five years and are renewable for up to five years; the renewal application is due three months before expiry.
The new text also lets BIS draw surveillance samples from the market or in transit, or from the despatch point if market sampling is not possible, and sets 90 days (excluding testing time) to close complaints about registered products.
Who is affected
Indian and foreign manufacturers registered or applying under Scheme-II (CRS), their nominated Indian representatives, and brand owners.
What to do
- Budget for the yearly processing fee on every registration, not only at grant and renewal.
- If you are a micro, small or start-up unit, keep MSME or start-up proof on record with BIS so the concession is applied.
- Group model additions where practical, as each inclusion application carries its own fee.
