Conformity Assessment Amendment Regulations, 2026: five-year validity, annual fees and automatic suspension for non-payment
BIS notified the Bureau of Indian Standards (Conformity Assessment) Amendment Regulations, 2026 (F. No. BS/XI/11/01/2025-26) in the Gazette of India on 25 February 2026. They amend the 2018 Conformity Assessment Regulations and took effect on publication.
Under Scheme-I (the ISI mark), a licence is now granted initially for up to five years and can be renewed for up to five years more; similar wording applies to Schemes II, VII, IX and X. Fees are paid annually and in advance, at grant and for each year the licence continues, and licensees must file their production statement together with the annual dues.
If the annual fee and production statement are not received by the due date, the licence stands suspended for 90 days. Paying within that window with a late fee of Rs 5,000 revokes the suspension; if nothing is paid by the end of the 90 days, the licence is cancelled. Payment does not lift a suspension already imposed for failed samples or other non-compliance, and the usual 21-day notice before suspension or cancellation does not apply to these fee cases.
The same annual-fee and suspension rules apply to certificates of conformity. A corrigendum dated 28 April 2026 changed the Scheme-IV text so that certificates are granted initially "upto five years" rather than "for five years".
Who is affected
All BIS licence and certificate holders, including foreign manufacturers under FMCS, and new applicants.
What to do
- Note the annual due date on each licence and set reminders well before it, because missing it now triggers automatic suspension.
- Keep production records up to date so the production statement can be filed with the fee on time.
