QCO relaxations for micro and small enterprises summarised in the government's 2025 reforms review
In its year-end note '2025 Economic Reforms: Building a Future-Ready India', published on 30 December 2025, PIB set out how the government has applied Quality Control Orders 'in a phased and MSME-friendly manner' through BIS so that they do not disrupt domestic production.
The note lists the standard QCO relaxations: an extra six months to comply for micro enterprises and three months for small enterprises; exemptions for export-oriented imports and for R&D imports of up to 200 units; and six months to clear legacy stock made or imported before a QCO takes effect.
It also lists BIS support for MSMEs: concessions on annual marking fees, an optional in-house laboratory (with access to accredited or shared labs instead), more flexible inspection and testing, and publicly available product certification guidelines. The exact relaxations still depend on each QCO's text, so an MSME should read the order for its product rather than assume the standard terms apply.
Who is affected
Micro and small manufacturers making QCO-covered products, importers bringing in R&D samples or inputs for export production, and traders holding stock when a QCO takes effect.
What to do
- Read the QCO for your product to see whether it gives micro or small units extra time, and by how much.
- Keep a current Udyam registration certificate, since the MSME relaxations and fee concessions depend on it.
- Before importing R&D samples or export inputs, check the exemption clause and quantity limit in the relevant QCO.
- Record legacy stock dates and quantities when a QCO starts, so the clearance window can be shown if questioned.
