National Consumer Day backgrounder puts BIS Care app and mandatory certification in focus
Ahead of National Consumer Day on 24 December, the Press Information Bureau published a backgrounder on 23 December 2025 under the theme "Efficient and Speedy Disposal through Digital Justice". Alongside consumer commissions and the Central Consumer Protection Authority, it set out the role of the Bureau of Indian Standards in keeping unsafe goods off the market.
The note says more than 22,300 Indian Standards are in force, about 94 percent of them aligned with ISO and IEC norms. It also records how far mandatory certification has spread: from 106 products under 14 Quality Control Orders in 2014 to 773 goods under 191 QCOs, plus two horizontal QCOs.
The backgrounder highlights the free BIS Care app (Android and iOS, 12 languages). Buyers can enter a HUID number to check the purity, item type, jeweller and hallmarking centre of gold or silver jewellery, verify ISI mark licence numbers, and register complaints about products they suspect are non-compliant.
Who is affected
Manufacturers, importers and retailers of products under QCOs, and jewellers selling hallmarked articles — consumers can now check their licence or HUID in seconds.
What to do
- Make sure the licence (CM/L) number printed on your product is live and covers that exact product and brand.
- Check your own listings and labels in the BIS Care app the way a customer would, and fix any mismatch before a complaint is filed.
