BIS issues transition guidelines for revised PV module safety standards IS/IEC 61730-1 and 61730-2:2023
BIS's Registration Department issued guidelines on 30 December 2025 (ref. Reg/Solar PV Modules) for registered solar PV modules to move from IS/IEC 61730-1:2016 and IS/IEC 61730-2:2016 to the 2023 editions. These safety standards are mandated by MNRE's Solar Systems, Devices and Components Goods Order, 2025, in effect from 27 July 2025. The old and new standards run concurrently until 15 February 2027.
Models already tested to the 2016 editions can switch through partial testing. For bifacial modules, all tests and sequences except sequence A and the fire, peel and screw connection tests (MST 23, 35 and 33) are needed; monofacial modules, and bifacial modules with a declared aBSI of 300 W/m² or less, may also omit sequences B, B1, C and E. Product families with several bills of materials need extra BOMs retested under IS/IEC TS 62915:2023, and reports are filed through the Standard Revision module.
After 15 February 2027, BIS will not grant new licences, scope changes or standard revisions for PV modules without compliance to the 2023 editions, and models still on the 2016 editions will be deleted from licences. Changes in the 2023 standards include new qualification requirements for junction boxes, connectors and frontsheets/backsheets, bifacial-module rules and marking, and revised insulation coordination.
Who is affected
Indian and foreign manufacturers of solar PV modules holding or seeking BIS registration, and PV test laboratories.
What to do
- Work out the partial-test set for each representative model (monofacial or bifacial, declared aBSI) and book lab slots early, since PV sequences take time.
- Update module labels for the new marking rules, including bifacial front-side and design-load markings.
- Finish the switchover on the BIS portal well before 15 February 2027; series or BOM additions under the 2023 editions need the representative model migrated first.
