Footwear QCOs Amended: 31 July 2026 Date Moved to 2027, 4,500-Pair R&D Import Exemption

DPIIT's S.O. 3037(E) and S.O. 3038(E) of 12 June 2026 move a 31 July 2026 date in both footwear QCOs to 31 July 2027 and exempt R&D imports up to 4,500 pairs a year.

Both footwear Quality Control Orders amended on 12 June 2026

DPIIT issued two amendment orders dated 12 June 2026, published in the Gazette of India the same day: S.O. 3038(E), the Footwear made from Leather and other Materials (Quality Control) Amendment Order, 2026, and S.O. 3037(E), the Footwear made from All Rubber and all Polymeric Material and its Components (Quality Control) Amendment Order, 2026. Both take effect from publication.

In each order the date "31st July, 2026" in an existing proviso (the third proviso of the leather order and the fifth proviso of the rubber/polymeric order) is replaced with "31st July, 2027", giving the industry another year on that transitional provision.

Both amendments also add a new exemption: manufacturers of leather and footwear products may import up to 4,500 pairs a year for research and development and non-commercial use. Such pairs must not be sold, must be marked and embossed "NOT FOR SALE", must be disposed of as scrap, and year-wise records must be kept and given to the Government on request.

The principal orders are S.O. 1421(E) (leather and other materials) and S.O. 1422(E) (all rubber and polymeric), both dated 15 March 2024 and amended in August 2024.

Who is affected

Footwear manufacturers, footwear component makers and importers covered by either footwear QCO, particularly those relying on the 31 July transitional date or importing development samples.

What to do

  • Read the proviso in your applicable order to confirm how the move to 31 July 2027 applies to your products and stock.
  • For R&D sample imports, keep within 4,500 pairs a year, mark and emboss them NOT FOR SALE, scrap them after use and keep year-wise records.
  • Use the extra time to complete BIS licensing rather than waiting for the new date.
