Why the right standard matters
Water bottles are covered by two separate Quality Control Orders in India, each with its own standards. Test a product against the wrong one and the report is useless: you'll pay for testing twice and lose weeks. Classification is the first — and most underrated — step of BIS certification for bottles.
Single-wall metal bottles: IS 17803:2022
Plain stainless steel, copper and aluminium drinking bottles fall under the Potable Water Bottles (Quality Control) Order and IS 17803:2022. These are the most common "portable" bottles: gym and sports bottles, school bottles, fridge bottles and copper bottles.
Key checks include material grade (304 or 316L stainless steel, specified copper grades, and anodising or coating requirements for aluminium), food-grade BPA-free closures and silicone seals, and performance tests for capacity, leakage, impact, stability, load, staining and strap strength.
Vacuum-insulated bottles and flasks: IS 17526 and IS 17790
Double-walled insulated bottles are covered by the Insulated Flask, Bottles and Containers for Domestic Use (Quality Control) Order, which came into force on the same dates as the water bottle order in 2024.
IS 17526:2021 covers domestic stainless steel vacuum flasks and bottles. IS 17790:2022 covers insulated flasks for domestic use more broadly, including products with a plastic outer casing. Both set requirements for the inner steel (grade 304 or higher), the outer body, stoppers and silicone parts, and include tests for capacity, impact, leakage, handle or strap strength, staining and stability.
Insulated food containers and tiffins sit in the same order under IS 17569:2021 — useful to know if you sell bottles and lunch boxes as a set.
Plastic, glass and kids' bottles
Reusable plastic and glass bottles are not covered by either water bottle QCO. That doesn't mean there are no rules — food-contact safety requirements still apply — but there is no ISI licence requirement under these orders.
Children's bottles are classified by what they are made of and how they are built, not who they are sold to. A kids' steel sipper is an IS 17803 bottle; a kids' insulated steel bottle is assessed under the insulated flask standards; a kids' plastic bottle is outside both orders.
Mixed products and gift sets
Gift sets and combo packs often mix categories — for example, an insulated bottle with a plain steel tumbler, or a copper bottle with glasses. Each item that falls under a QCO needs to come from a licensed manufacturer under its own standard. If one item in the set is uncertified, the whole set can be stopped at customs or in the market.
Brands that source from several factories should map every SKU to its standard and to a licensed supplier. That map is also what marketplaces increasingly ask for when they verify ISI compliance on listings.
A quick checklist before you test
1. Is the body metal (steel, copper, aluminium) or plastic/glass? Plastic and glass are outside these QCOs.
2. Is it single-walled or double-walled with vacuum insulation? Single-wall metal points to IS 17803; vacuum-insulated points to IS 17526 or IS 17790.
3. What grade is the steel? Anything below 304 is unlikely to pass either standard.
4. Are the lid, straw and seals food grade and BPA-free? Closures fail more often than bodies.
5. Who holds the licence? For imported bottles, the overseas factory must be licensed under FMCS — the Indian importer cannot hold it instead.

No, it is covered by the separate Insulated Flask, Bottles and Containers QCO. It still needs BIS certification — just under a different standard.
Can one licence cover all my bottle sizes?
A licence can cover a range of sizes and variants of the same product type from one factory, subject to BIS's grouping rules and testing of representative samples. Different standards need separate licences.
