Why IS 4151 testing is compulsory
The Ministry of Road Transport and Highways made BIS certification mandatory for two-wheeler helmets through the Helmet for Riders of Two Wheeler Motor Vehicles (Quality Control) Order, 2020 — S.O. 4252(E) dated 26 November 2020. Helmets must conform to IS 4151:2015, Protective Helmets for Motorcycle Riders, and carry the ISI Mark under a BIS licence.
IS 4151 was first issued in 1967. The 2015 version is its fourth revision, updated in line with international practice while keeping Indian climatic and road conditions in view.
What the lab tests
According to BIS's own summary of the standard, IS 4151:2015 covers materials, construction, performance and testing. The key test areas are:

What changed from the older version
Compared with earlier editions, IS 4151:2015 added the kerb-stone anvil, increased impact velocity and head injury criteria, micro-slip and abrasion tests for chin straps, side-impact testing under different conditions, and allowed ventilation for comfort. Manufacturers whose designs date back to the older standard should not assume they still pass.
Where helmet failures usually come from
Shell and liner combination: impact performance depends on the shell material and the energy-absorbing liner working together. Changing the liner density or the shell supplier changes the result — test the combination you'll actually produce.
Size range: helmets come in several sizes, and smaller or larger shells can behave differently on impact. Make sure your test plan covers the sizes in your licence scope.
Strap hardware: buckles, D-rings and quick-release parts from a cheaper supplier are a common source of retention and micro-slip failures.
Production consistency: passing once isn't enough. BIS surveillance and market samples test what you actually sell, so in-house checks on every batch matter.
Choosing a testing laboratory
For an ISI licence, samples are tested at a BIS laboratory or a BIS-recognised laboratory with IS 4151 in its scope. Under BIS's simplified procedure, you can test at a BIS-recognised lab first and submit the report with your application, which shortens the timeline. Helmet impact testing needs specialised equipment, so check the lab's current recognition and its queue before you book.
Importers and foreign manufacturers
Imported helmets need an ISI licence held by the overseas factory through the Foreign Manufacturers Certification Scheme (FMCS), with an Authorised Indian Representative in India. Samples are tested in India against IS 4151:2015.
