BIS Certification for Tempered Glass Screen Protectors (IS 19348:2025)

From 1 April 2027, tempered glass screen protectors for smartphones can only be sold in India with BIS registration. Here's what the new rule covers and how manufacturers and importers can get ready in time.

What changed: screen protectors are now under compulsory registration

On 21 September 2026, the Ministry of Electronics and Information Technology (MeitY) issued notification S.O. 5190(E), amending the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. It adds "Screen Protectors for smartphones" to the order's schedule as item 66, against the Indian Standard IS 19348:2025 — Glass Screen Protector — Specification.

In practical terms, this brings tempered glass screen protectors under BIS's Compulsory Registration Scheme (CRS) — the same framework that already covers mobile phones, chargers, power banks and dozens of other electronics products. Registration, not an ISI licence, is the route.

When it applies

The requirement takes effect on 1 April 2027. From that date, smartphone glass screen protectors that are manufactured, imported, stored for sale, sold or distributed in India must conform to IS 19348:2025 and carry a valid BIS registration.

That leaves roughly six months for testing and registration. Lab slots tend to fill up quickly when a large, fragmented product category comes under a new order at the same time, so starting early is the single most useful thing a manufacturer or importer can do right now.

Who needs to comply

The obligation sits with manufacturers — Indian and foreign — and with the brand owners and importers placing screen protectors on the Indian market. Distributors, retailers and e-commerce sellers should also expect to verify that the products they stock or list are registered, since uncertified goods cannot legally be sold after the deadline.

Foreign manufacturers register through an Authorised Indian Representative (AIR), who is accountable in India for the registration. This applies to the large volume of screen protectors currently imported, particularly unbranded products.

What IS 19348:2025 covers

IS 19348:2025 sets quality and testing requirements for glass screen protectors. Broadly, it addresses three areas: the glass itself (dimensions, thickness, glass strength and surface quality), optical clarity (light transmission and visible defects), and any additional layers or features — adhesive, anti-shatter film, oleophobic coating, anti-glare, blue-light filtering and privacy films.

Packaging information such as the manufacturer, batch number and thickness is also part of the requirements, which matters for traceability once products are in the market.

The CRS registration process, step by step

1. Confirm scope: check that your product is a glass screen protector for smartphones under item 66, and identify each distinct model or variant you sell (for example clear, matte, privacy or full-glue versions).

2. Test at a BIS-recognised laboratory: submit samples for testing against IS 19348:2025. The test report is the core of the application, so choosing the right lab and the right representative samples matters.

3. Apply on the BIS online portal: file the registration application with the test report, manufacturer and brand details, and — for foreign manufacturers — the AIR nomination and undertakings.

4. Receive registration and label correctly: once granted, products must carry the BIS Standard Mark with the registration number, and packaging must meet the standard's marking requirements.

5. Stay compliant: registrations are model-specific and time-bound, so new variants need to be added and registrations renewed before they lapse.
