Why foreign manufacturers can't apply directly
BIS certification schemes assume there's an entity within India that regulators can hold accountable — for factory inspections, surveillance, and any post-market compliance issues. A manufacturer based outside India satisfies this requirement by appointing an Authorised Indian Representative (AIR): an India-based entity that acts on the manufacturer's behalf throughout the certification process and after.
What the AIR actually does
The AIR submits and manages the certification application, serves as the point of contact for BIS during the process, coordinates factory inspections or documentation reviews on the manufacturer's behalf, and remains accountable for ongoing compliance obligations — surveillance, renewals, and responding to any regulatory queries — after certification is granted.
What foreign manufacturers need to prepare
Beyond appointing an AIR, foreign manufacturers typically need the same technical documentation and product testing as domestic manufacturers — specification sheets, manufacturing process details, and samples for testing at a BIS-recognised laboratory. Depending on the scheme, a factory inspection at the overseas manufacturing site may also be required.
CRS vs ISI for foreign manufacturers
The same scheme distinctions apply regardless of where you manufacture — electronics/IT products typically fall under CRS, while a broader range of other product categories fall under ISI licensing. The AIR requirement applies to both routes.
Choosing an AIR
Since the AIR carries ongoing accountability for your product's compliance in India, this isn't a role to hand to just anyone with an Indian address. You want a partner who actively manages the relationship with BIS, understands your product category, and is responsive when compliance questions come up post-certification — not a passive letterbox representative.
