Six specialty chemical QCOs rescinded, including the 2024 orders for H acid, K acid and vinyl sulphone
The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) rescinded six Quality Control Orders through Gazette orders S.O. 5307(E) to S.O. 5312(E), all dated 20 November 2025 and effective immediately.
Three of the orders dated from June 2020: the Pyridine QCO (S.O. 1890(E)), the Beta Picoline QCO (S.O. 1892(E)) and the Sodium Tripolyphosphate QCO (S.O. 1903(E)). The other three were recent: the H Acid, K Acid and Vinyl Sulphone QCOs of 2024, issued on 14 November 2024 as S.O. 4925(E), 4926(E) and 4927(E). H acid, K acid and vinyl sulphone are dye intermediates, so the change mainly affects dyestuff makers and their suppliers.
The withdrawal is part of a wider review of chemical and petrochemical QCOs in October and November 2025, during which the department rescinded more than thirty orders.
Who is affected
Importers and manufacturers of pyridine, beta picoline, sodium tripolyphosphate (STPP), H acid, K acid and vinyl sulphone, and the dye, pharma and detergent makers that buy them.
What to do
- Remove BIS licence requirements for these six chemicals from import and purchase checklists.
- If your supplier's BIS licence was a contract condition, decide whether to keep it as a quality requirement.
