Government rescinds 14 QCOs on PTA, MEG, polyester yarns and major polymers

On 12 November 2025 the Department of Chemicals and Petrochemicals rescinded 14 QCOs (S.O. 5129(E) to 5142(E)), from PTA and MEG to PVC, PP, PE and polycarbonate.

Fourteen chemical, fibre and polymer QCOs withdrawn with immediate effect

The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) published fourteen orders in the Gazette of India on 12 November 2025, numbered S.O. 5129(E) to S.O. 5142(E). Each one rescinds an earlier Quality Control Order issued under section 16 of the BIS Act, 2016, with immediate effect.

The withdrawn orders covered terephthalic acid (PTA), ethylene glycol (MEG), 100 per cent polyester spun grey and white yarn, polyester industrial yarn, polyester staple fibre, polyester fully drawn yarn, polyester partially oriented yarn, polyethylene and polypropylene moulding and extrusion materials, ABS, PVC homopolymers, EVA copolymers, polyurethanes and polycarbonate. The original orders were issued between 2021 and 2024.

Each rescission saves 'things done or omitted to be done' before it, so earlier actions under the old orders are not reopened. BIS certification for these materials is now voluntary: importers and domestic users can buy without an ISI-marked licence, while existing licensees may keep their licences if their customers still ask for the mark.

Who is affected

Importers, producers and downstream users (textile spinners, plastic processors, moulders) of PTA, MEG, polyester fibres and yarns, and the listed polymers.

What to do

  • Update import and customs paperwork: BIS licence numbers are no longer a mandatory condition for these materials.
  • If you hold a BIS licence for one of these products, decide whether to keep it (for customer or tender requirements) or let it lapse.
  • Keep checking contracts and tenders that may still name the Indian Standard as a buying condition.
