Lok Sabha reply: 187 Quality Control Orders, 769 products and two horizontal orders
In a written Lok Sabha reply on 12 March 2025, Minister of State for Consumer Affairs B.L. Verma said 187 Quality Control Orders covering 769 products had been notified for compulsory BIS certification by various ministries and regulators. PIB published the reply the same day. The reply also listed two 'horizontal' QCOs that cover whole categories rather than named products: DPIIT's Safety of Household, Commercial and Similar Electrical Appliances QCO, 2024 (appliances up to 250 V single-phase or 415 V three-phase not covered by another QCO), and the Ministry of Heavy Industries' Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, which covered 20 categories of machinery and their sub-assemblies.
The minister said about 23,000 Indian Standards were in force. Of 22,689 standards, 10,300 have ISO/IEC equivalents and 9,616 (93.3 per cent) have been harmonised with them. Since then the count has changed: the machinery omnibus order was rescinded in January 2026, and more than thirty chemical and polymer QCOs were withdrawn in late 2025.
Who is affected
Manufacturers, importers and traders who need to know whether their product falls under a QCO.
What to do
- Check your product against BIS's current list of products under compulsory certification, not an old count.
- If you make household or commercial electrical appliances, check whether the horizontal appliance QCO covers you even if no product-specific QCO does.
